Addressing Inadequate Investment in School Facility Maintenance

This report introduces a new plant value model to more accurately estimate the level of investment needed to maintain and upgrade school facilities. The model includes guidelines for increasing annual maintenance budgets to address the growing backlog of repairs, along with strategies for prioritizing maintenance work. It also analyzes appropriate custodial and maintenance staffing levels to support building upkeep. By implementing this approach, the report argues, school districts can better ensure that facilities provide safe, healthy, and effective environments for teaching and learning.
