Public-Private Partnership: A Strategy for Improved Public Buildings

This case study describes the J.F. Oyster Bilingual Elementary School public-private development partnership. The development partnership was used to finance new school construction. The school community initiated and shepherded the alternative financing process during a period when there were no capital funds to address deteriorated conditions at public schools.
