The Baltimore City Public Schools Comprehensive Educational Facilities Master Plan serves to provide administrators, teachers, community representatives, City and State staff, and elected officials with a reference to assess future facility needs, determine project priorities, and establish a framework for decision-making and/or policy development pertaining to City Schools facilities. It also identifies current and future facility needs and provides a long-range perspective for future facility challenges.

The plan is a stand-out example of a state-mandated school facilities planning document. Major topics explored in the plan include long range facilities planning policies and regulations, community demographic and socioeconomic analyses, and projected student enrollment and building utilization. The document leverages GIS mapping to track changes over time in categories including: student population, school, community, and student demographics, school building surpluses, and major or systemic projects by area. The background material included in the appendices provides a complete picture of the Baltimore City Public Schools portfolio. The challenges of asset management and ongoing surplus property actions are well documented and should be considered a model for other large urban districts.
