Facilitron’s National Model Schoolboard Policy: A Modern Standard for Community Use of School Facilities

This model policy is a governance-centered policy framework, designed to help school districts modernize and standardize the management of public access to school facilities. Intended for school boards, superintendents, and district administrators, the policy establishes clear authority, priorities, and rules to ensure that community use is equitable, financially sustainable through cost recovery, and aligned with the district’s educational mission.

​The policy defines access priorities and user categories and establishes cost recovery as a core financial principle—ensuring that community use does not impose unintended costs on instructional resources. It provides a structured approach to documenting and recovering both operational and capital costs, while introducing the principle of “no subsidization without deliberation,” requiring districts to explicitly approve, justify, and track any discounted or waived use of facilities.

The policy is designed to function within a broader governance system, supported by Administrative Regulations, site-level guidance, and enforceable Terms & Conditions, and can be adopted in full or integrated into existing district policies.
