Helping Schools Make the Most of Elective Pay: A Playbook for State Leaders
National Center on School Infrastructure (NCSI), UndauntedK12,
Energy tax credits and Elective Pay provide uncapped, noncompetitive funding for school infrastructure upgrades including solar and geothermal energy systems, energy storage, electric vehicles and electric vehicle charging equipment. State leaders are uniquely positioned to direct this funding to the schools most in need of upgrades.
This tool outlines the opportunities for state leaders to implement policies that support and advance uptake of energy tax credits by schools. It outlines clear actions for a wide range of state leaders, including state education agencies, energy offices, public health departments, school construction authorities, state legislators, Governor’s offices, utilities, public utility commissions, green banks, and professional associations of superintendents, school boards, business/finance officers, and facilities leaders.
Each of these leaders can play a vital role in supporting schools by expanding awareness, supporting clean energy transition planning, aligning state investments, fostering supportive conditions, or building capacity among district and state leaders. By leveraging these federal funds, state leaders can ensure the development of healthier, cost-effective, and resilient school facilities for future generations.
