Michigan Statewide School Facilities Study Final Report

This report assesses school facility quality in Michigan and estimates that it will cost approximately $23 billion to bring school buildings to a common standard of health, safety, and wellness through the year 2033. The report responds to the state lawmakers’ request for a comprehensive statewide school facility study. The study was conducted over 18 months and included over 243 million square feet of school building space. It uses the data collected on school buildings to determine the most cost-effective way to achieve health, safety, and wellness standards. The project team first calculated the cost to repair over nine years and the cost to replace over three years. They then performed a cost-effectiveness analysis that would directly compare the two figures to determine which option, repair or replacement, was most cost-effective for any individual building. This study provides the state of Michigan with its first-ever analysis of school building quality.
